Many families assume a foreign bachelor's degree means loans or savings. For Japan, there is a government-funded option that most Indian families have never heard of. It is not easy to win. But it is real, it is official, and it is worth knowing about before Class 12.

All of this comes from the official 2027 application guidelines published by Japan's Ministry of Education (MEXT).

Rupee figures use ¥1 = ₹0.6103, the US Federal Reserve H.10 rate for 2 October 2026 combined with the rupee rate. Your bank's rate will differ. The tuition line is our own estimate using the government standard of ¥535,800 a year; some universities charge more.

What it does not cover: your rent and food (the allowance is for these), travel insurance, domestic travel to your home airport, and airport fees. The guideline suggests bringing about US$2,000, because the first payment arrives one to one and a half months after you land.

How long it lasts: five years, not four

Most grantees start with one year of intensive Japanese and other subjects at a MEXT-designated school: ABK College for humanities and social-science students (including economics and business), and Osaka University for natural-science students. Then they take a university entrance exam and join a university that MEXT chooses in consultation with the school.

So the scholarship runs five years (April 2027 to March 2032) for most fields, and seven years for medicine, dentistry, veterinary medicine and six-year pharmacy.

Two things families should know:

  • MEXT, not you, picks the university. The guideline says the student cannot object to the decision.
  • You cannot change your course group or transfer universities. If you cannot complete the preparatory year, or cannot get into a university afterwards, the scholarship ends and you return home.

Who can apply

The main conditions in the 2027 guideline:

  1. Nationality: a country with diplomatic relations with Japan. Indian citizens qualify.
  2. Age: in principle born on or after 2 April 2002 (that was the rule for the 2027 intake; expect it to move forward each year).
  3. Schooling: 12 years of school completed (or about to be, by March 2027), or an equivalent qualification. Class 12 students waiting for results can apply.
  4. Language: you must be willing to learn Japanese and, in principle, study in Japanese. You do not need to know it already.
  5. Health: a doctor's certificate on the official form.
  6. Not already a MEXT grantee, and not applying to another MEXT programme in the same year. Students already in Japan on a student visa have extra conditions; read the guideline.

Which subjects are allowed

You choose a course group and up to three majors. Arts, humanities and social science (law, politics, sociology, literature, economics and business among them) and natural sciences (science, engineering, agriculture, pharmacy, nursing, medicine and dentistry). Art subjects, including music, are not eligible. Choosing "Others" in the humanities group may make it harder to find a university.

The exams and the interview

The Embassy or Consulate runs the first round: documents, written exams and an interview. The exam subjects depend on your group:

The guideline says calculators may not be used. Passing the first round does not guarantee a place: the applications go to MEXT in Tokyo for a second round, and final results come after February 2027.

The "Japanese" exam is for beginners, not for fluent speakers. Exam papers and past questions are published by the Embassy; check there.

The fast route: direct placement

If you already speak Japanese well, or you apply to a course that accepts students without it, you can skip the preparatory year and go straight to a university. In that case the scholarship is four years (six for medicine and similar). You will usually need a language test score, such as JLPT. Humanities students judged to have enough Japanese may be placed directly.

The honest catches

  • It is competitive. MEXT picks candidates course by course, and the reasons for rejection are not given.
  • The year is fixed. There is one application window a year, and you must be ready to arrive in Japan in the first week of April (between 1 and 7 April).
  • You will study in Japanese (except in some direct-placement courses). Plan to start learning early. Our after-12th guide explains what level helps.
  • No part-time income is assumed. The allowance is meant to cover living, and it is not a lot in a big city. Do not plan on savings from it.
  • Limited choice. MEXT places you based on exam results, your major, and university capacity, and your preference is only one factor.

Who should try for this

Try it if your child is in Class 11 or 12, is a strong student, likes languages, and can commit to Japanese for years. Apply to this and to other options, since you will not know the result until after February. What to do now

  1. Read the Embassy of Japan in India's undergraduate page in March and April 2027, when the 2028-intake guidelines are expected.
  2. Start Japanese now. Even basic hiragana, katakana and a few hundred words will help with the exam and the preparatory year.
  3. Keep Class 11 and 12 marks strong, and ask your school to be ready with a recommendation letter and transcripts.
