JISPA funds ~35 government officials per year from Asia-Pacific countries (including India) for English-taught master's degrees at GRIPS, Hitotsubashi, IUJ, or U Tokyo GraSPP. About 1,000 alumni since 1993. Includes a mandatory residential Orientation Program at IUJ before courses begin.
For young government officials from listed Asia-Pacific countries — India is explicitly eligible. Must be employed by and nominated by a central bank, ministry of economy/finance/planning/trade, tax administration, statistics bureau, financial regulator or similar. Bachelor's with 16 years formal education. Priority to candidates under 36, without a foreign master's, with 2+ years public-sector experience. Indians are exempt from submitting proof of English proficiency. Cannot hold another scholarship simultaneously.
For serving government officials at central banks, finance ministries, tax administrations, or statistics bureaus. Without an agency nomination, there is no application. Indians get an advantage: exempt from English proficiency proof. Note: 'under 36 / 2 years experience / no foreign master's' are priority criteria, not hard requirements.
